Compliance with Strategic Instructors Based on The ISO 18091:2019 Standard in the Cantonal GAD of Passage: An Approach to Institutional Strengthening and Improving the Quality of Public Services

Abstract
This research evaluates the achievement of the strategic objectives of the Decentralized Autonomous Government (GAD) of the Canton of Pasaje through the implementation of ISO 18091:2019, which establishes a quality management system tailored to local governments. Through an internal audit based on 39 indicators distributed across four quadrants (institutional, economic, social, and environmental), strengths and weaknesses in municipal management were identified.
The results reveal that the GAD achieved 9 indicators at the green level (high compliance), 25 at the yellow level (medium compliance), and 5 at the red level (low compliance), granting it the status of "Municipality Promoter of Quality Services." The main strengths are evident in the use of information technology, civil protection, and attention to vulnerable groups. However, critical areas were identified in primary economic development, environmental management, and citizen participation.
The research is justified by the need to strengthen institutional planning, improve administrative efficiency, and foster transparency. It also aligns with similar experiences in Latin America, where ISO 18091 has proven to be an effective tool for promoting democratic governance and sustainable development.
In conclusion, the audit established a baseline for continuous improvement, highlighting the importance of implementing specific action plans, strengthening citizen participation, and consolidating a results-oriented institutional culture
