Abstract

This research with a qualitative approach whose main objective was based on determining the strategies to strengthen the management of human talent in the public contracting area - GAD Municipal San Vicente, to know the direct relationship between the management of the contracting area and the strengthening by the Human Talent Department. To do this, this study adopted a descriptive analytical approach through the search for information and field through semi-structured interviews with officials in the study area.


In the work, the following specific objectives were had: to identify the labor competences of the personnel of the public procurement area of ​​the GADM San Vicente, as well as to contrast the labor competences that the personnel of the public procurement area have, according to the real competences that must have. Additionally, it was necessary to conduct interviews in order to propose effective and efficient guidelines for the execution of the processes and 4 main strategies were determined to strengthen the management of human talent in the area of ​​public contracting.


From the particularity of the San Vicente GAD, its reality can be extrapolated and replicated in several sectional entities at the national level with similar characteristics and from these perspectives, find strategies that strengthen the human talent that performs the delicate functions of executing public contracting processes in Decentralized Autonomous Governments.
